The HPRO Card project is structured into work packages :
WP1 : Identification of the competent authorities and the authorized organisations in charge of issuing continuing education and training for health professionals in the European Union Member States
- Know the competent authorities of each Member State on the
management / regulatory / enforcement of health professionals (where
appropriate, in addition to research carried out under the IMI project)
to involve them in development of a European health
professionals card ;
- Know the accredited continuing education organizations;
- Understand the organization to target appropriate services for information requests;
- Provide the means to those who need it (employers, institutions,
managing authority of health professionals) to know and to question if
necessary the competent authority responsible for the health
professional migrant.
WP2 : Knowledge of the progress of Health Professionals Cards in Europe
- Draft an inventory of different systems implemented in Europe relating
to the identification, authentication, electronic signature, encryption
of data involving health professionals
WP3 : Conditions for the implementation of strong authentication of health professionals
- Study to which extent the principles of strong authentication,
implementing electronic certificates embeded in the chip cards, can be
used in the process of establishing a health professional in a host
Member State;
- Propose architectures adapted to the need for strong authentication;
WP4 : Interoperability of different health professionals authentication systems
- Identify conditions of the interoperability for strong authentication systems of health professionals;
- Study the conditions for convergence of data directories on health professionals;
In the document prepared by Ehtel - i2Health Work on "Interoperability
Initiative for a European eHealth Area" four levels of interoperability
are cited. Each level covers a number of concepts to be studied in detail:
Our project must be an expression of qualified needs to trigger some technical interoperability tests, build on the
industrial market and, in particular, on structures such as IHE (
Integrating the Healthcare Enterprise).
WP5 : Project management
- Handle the work to be carried out as part of the study by the different partners;
- Ensure the project's functional and financial reporting for the European Commission.
WP6 : Dissemination
-Allow the study partners and support to monitor the work progress of the study and allow anyone else to know about this study,
its challenges and its impacts;
- Inform the European Union political forums of results and impacts of the study;
- Inform players of the concerned health professions (unions, professions competent authorities, individuals, health institutions) about the outcomes and impacts of the study.
